Are you an experienced Senior Project Manager with a strong background in infrastructure planning, business case development, and stakeholder management?

We are seeking a highly capable Senior Project Manager (AO8) to lead the planning phase of major infrastructure projects within a high-performing QLD State Government team. Play a pivotal role in shaping significant public infrastructure initiatives from concept through to funding approval.

Working within a collaborative program environment, you will lead the delivery of critical planning activities, coordinate multidisciplinary consultant teams, and act as the central point of contact throughout the planning phase of complex infrastructure projects.

About the Role:
Reporting to the Program Director, you will oversee the planning lifecycle of major educational infrastructure projects and ensure the successful delivery of key project milestones.

This role requires a strategic thinker with exceptional project management capability, strong commercial acumen, and the ability to manage multiple complex projects simultaneously.

Key Responsibilities as the Senior PM include:
  • Lead the planning phase of major infrastructure projects from initiation through to funding approval.
  • Prepare Preliminary Evaluations and Detailed Business Cases in accordance with the Queensland Government Project Assessment Framework (PAF).
  • Coordinate planning approval processes, including statutory and regulatory approvals where required.
  • Prepare budget submissions and supporting documentation for future infrastructure funding.
  • Develop and manage detailed project programs, ensuring milestones and deliverables are achieved.
  • Procure, manage and coordinate multidisciplinary external consultant teams throughout project delivery.
  • Provide strategic project advice to senior management and executive stakeholders.
  • Lead project governance activities including risk management, reporting, briefing notes and executive documentation.
  • Prepare monthly project reports and present project updates to governance committees and senior stakeholders.
  • Facilitate meetings with internal and external stakeholders, and present project status updates to ISD’s internal governance committees and external agencies.
  • Identify, assess and manage project risks while implementing effective mitigation strategies.
To be successful in this role you will demonstrate:
  • Extensive experience managing complex infrastructure projects through the planning and business case development phases.
  • Strong knowledge of Queensland Government Project Assessment Framework (PAF) or equivalent business case methodologies.
  • Demonstrated experience coordinating multidisciplinary consultant teams and managing consultancy contracts.
  • Proven ability to develop detailed project programs, governance documentation and executive reports.
  • Excellent stakeholder engagement skills with experience working across multiple government and external agencies.
  • Strong project risk management and problem-solving capability.
  • Highly developed written and verbal communication skills with the ability to present information to senior executives.
Highly Regarded Experience:
  • Experience delivering major government infrastructure projects.
  • Experience preparing statutory planning approvals and infrastructure-related approval documentation.
  • Familiarity with Queensland Government procurement and governance frameworks.
