Reporting to the Assistant Commissioner, Finance and Procurement Command, the Director, Financial Accounting and Operations Group will lead the Financial Accounting and Operations Group and oversee financial and accounting operations, statutory and financial reporting, taxation, transactional services, and asset management functions.
The role is responsible for providing timely, independent and informed strategic and operational financial advice and analysis to ensure the current and long-term financial sustainability of the Department. A key focus of the role is to reshape the service delivery approach of the Financial Accounting and Operations Group to be contemporary, client focused, and centre led.
Key Responsibilities

- Provide strategic leadership and direction to the Financial Accounting and Operations Group, ensuring operational excellence in the delivery of timely and effective financial operations and advice to support departmental operations.
- Lead the design, implementation and maintenance of contemporary and best practice financial policies, procedures and controls aligned to departmental and whole-of-government objectives.
- Oversee effective financial systems, accounting data quality and accessibility to ensure accuracy and timeliness of financial analysis and reporting.
- Lead the preparation of governance reports, annual financial statements, and ad hoc reporting requirements in compliance with statutory obligations and accounting standards.
- Direct all financial accounting, operational, taxation and asset accounting activities to ensure sound financial practice and protection of departmental resources and financial position.
- Ensure robust asset accounting processes to support effective tracking, analysis, reporting and management of a significant asset portfolio valued at approximately $5 billion.
- Develop and implement effective financial risk and compliance management, assurance and governance frameworks.
- Lead the development of a strong client service focus through collaborative partnerships with departmental stakeholders.
- Negotiate and manage service level agreements with external agencies for outsourced services including transactional, banking and travel services.
- Build financial capability within the Financial Accounting and Operations Group and across the organisation.
- Provide expert strategic and operational financial advice to senior executives.
- Develop strategic relationships and represent the Department across relevant forums and committees.
- Lead and manage the Group’s human and financial resources to deliver efficient and commercially sustainable services.
- Foster a workplace culture focused on performance, continuous improvement and innovation.

- Extensive experience in strategically leading, managing and developing resources of a multi-functional finance area in a large and complex organisation to ensure outcomes are achieved on time and to a high standard.
- Deep knowledge of public sector financial management requirements and practices, including financial accounting and reporting, fixed assets, taxation and transactional services.
- Demonstrated ability to lead, drive and embed transformational change to support the achievement of organisational strategic goals and objectives.
- Demonstrated contemporary knowledge of best practice financial management practices, concepts and procedures, along with knowledge of relevant legislation, government policies and standards.
- Highly developed interpersonal and communication skills with the ability to negotiate with influence and develop and maintain strong external and internal stakeholder relationships.
- Demonstrated ability to develop, supervise and manage high-performing teams through the application of quality human resource management practices.
- Formal CPA or CA qualifications are highly desirable.
