About the organisation
The Passenger Rollingstock and Signalling Branch is delivering and managing rollingstock and signalling projects that are innovative, integrated and accessible to meet the growing demand for rail services in South East Queensland.

Within the Passenger Rollingstock and Signalling Branch, the European Train Control System (ETCS) team is for a portfolio of projects and initiatives to implement the signalling requirements of TMR’s Rail Network Strategy (RNS). 

It will transition the South-East Queensland (SEQ) rail network to ETCS operations and plays a vital role in delivering additional safe and reliable public transport services and additional network capacity to meet increasing demand due to Queensland’s growing population.

This program includes deploying ETCS into the SEQ Queensland Rail network, developing a new rail traffic management system, installing a digital radio system, and testing and commissioning ETCS equipment on rollingstock and the rail network. 
  
About your new role
You will be responsible for establishing, integrating, and maturing risk management and change control frameworks across the European Train Control System (ETCS) Program team.
  
The role ensures program-wide risks, issues, dependencies, and organisational change impacts are identified early, rigorously assessed, and effectively governed to support safe, predictable, and successful delivery of complex technology and operational transformation

Key responsibilities:
  • Lead the development and implementation of the program’s risk management framework.
  • Facilitate risk identification, assessment, mitigation planning, and monitoring across all ETCS workstreams.
  • Manage program-wide change control, including scope, requirements, design, and schedule changes.
  • Coordinate and support the Change Control Board with high‑quality impact assessments.
  • Maintain risk and change registers, reports, dashboards, and governance artefacts.
  • Identify organisational change impacts and support stakeholder readiness, communication, and transition planning.
  • Provide specialist advice to PMO leadership and ensure alignment with safety assurance, scheduling, and dependency management.
  • Support assurance activities and contribute to continuous improvement of PMO controls.
What you will need to succeed
  • Experience in risk management within large‑scale infrastructure, rail, or technology programs
  • Strong understanding of systems engineering, safety assurance, configuration and change control
  • Demonstrated capability implementing organisational change management practices
  • Excellent communication, facilitation, and stakeholder engagement skills
  • High analytical capability, attention to detail, and ability to influence without authority
Tertiary qualifications in engineering, business, project management (or similar) and certifications in risk, change, or project management (such as ISO 31000, Prosci, PRINCE2) would be desirable.

Previous experience in a similar role within the Queensland Government or Public Sector would be highly regarded.

  • $88.30 - $94.60 per Hour + Superannuation (8hrs Day / 40hrs Week)
