About the Department of Housing and Public Works

The Department of Housing and Public Works (DHPW) delivers essential services that directly impact the lives of Queenslanders. This includes housing assistance, homelessness support services, public building and maintenance programs, and leadership across construction and procurement policy.

 

The department’s Major Projects division is responsible for facilitating the delivery of high-risk and high-value capital works on behalf of the Queensland Government. It provides specialised services to develop organisational and infrastructure strategies, ensuring effective policy implementation and sustainable management of public assets.

About the Role | General Manager (Major Projects, Public Works)

The General Manager leads the Major Projects division, providing strategic and operational direction to ensure the efficient, safe and fiscally responsible delivery of government infrastructure.

 

Reporting to the Deputy Director-General, Public Works, the role is accountable for the leadership of the division’s people, performance, governance and delivery frameworks. It also provides authoritative technical and policy advice to the Minister and Director-General on complex infrastructure and procurement matters.

 

Key Responsibilities


  • Lead the effective use of Major Projects’ financial and human resources to deliver sustainable outcomes
  • Contribute to strategic decisions relating to procurement, delivery methodologies and issue resolution for high-value projects
  • Provide independent technical advice to the Minister and Director-General on design, construction and capital works delivery
  • Maintain strong relationships with agencies, QBuild, Legal Services and the Queensland Government Accommodation Office to access specialist expertise
  • Develop, implement and manage departmental documentation and policy frameworks for major projects and construction contracts
  • Oversee governance, risk management and performance reporting across the division
  • Promote a culture of professional excellence, collaboration and continuous improvement
  • Drive workforce capability development in project and contract management across the Building Construction and Maintenance category.

About You

You are an experienced senior executive with a record of success leading large-scale public infrastructure or construction programs.



To succeed in this role, you will demonstrate:

  • Executive-level experience in strategic leadership, governance and operational management
  • Strong understanding of infrastructure policy, procurement and delivery frameworks
  • Demonstrated capability in managing complex, high-value capital works projects
  • High-level communication, negotiation and stakeholder engagement skills
  • The ability to lead change, build workforce capability and promote professional excellence
  • Experience providing authoritative advice at senior government or board level

 

Formal qualifications in engineering, construction management, project management or a related field are desirable.
