Queensland Recruitment Expertise
Support designed for government hiring managers, panel chairs and public sector recruitment teams.
If any of this sounds like your last recruitment, you are not alone
Recruitment is a full-time project and you already have a full-time job.
The advertisement closed with more than a hundred applications and you have not had a clear hour to open them.
The role has been vacant for months and your team is carrying the workload but feeling the pressure.
You found the right person, and lost them while you were waiting on three panel diaries to align.
Your service delivery targets do not move just because you are a person short.
You have run the campaign once already and it did not produce an appointable field.
You did not take this job to review applications at nine o’clock at night.
Asking for help with this is a resourcing decision, not a capability one
Nobody hands you three clear weeks to run a recruitment campaign. It arrives on top of a full portfolio and it gets absorbed into evenings, which is why shortlisting stalls for a fortnight after applications close, in almost every agency, for almost every manager. The managers who engage us are usually the ones carrying the most, not the least. You are not outsourcing your judgement. You are getting the administration off your desk so your judgement has somewhere to go.
What is a vacant role actually costing you?
The advertised cost of recruiting is the smallest number in the exercise.
The real cost is what happens in your team while the seat is empty and it accumulates every week the process runs longer than it should. Work is redistributed to people already at capacity, or it is simply not done. Overtime, backfill
and higher duties absorb the gap. Your own evenings and weekends go into it and no budget line records that. The preferred candidate withdraws during a slow process and the timeline starts again. A second campaign runs at full
cost because the first did not produce a field. And sometimes a compromise appointment is made under time pressure and resolved painfully, months later.
After applications close
Waiting for someone to have a clear hour to shortlist.

Between offer and commencement

Should I run this myself, use an agency, or use Recruitment as a Service?
Most managers think they have two options. There is a third.

You are not buying a shortlist. You are buying your week back and a hire that lasts.
What your next two weeks look like instead
The applications stop being your problem the day we start. You do not open them. You do not sort them. You do not build a spreadsheet at the kitchen table on Sunday to work out who made the cut and you do not spend Monday morning apologising to a candidate who has been waiting a fortnight to hear something.
Your phone stops ringing with candidate questions, because they ring us. The three diaries you have been chasing get chased by someone whose actual job that is. The interview pack arrives built. The questions arrive drafted. The scribe is already booked. On the day, you walk into the room and the only thing you have to do is the thing you are good at, which is working out which of these people should join your team.
Afterwards, the selection report is written for you, to your reporting requirements. The feedback calls that you have been dreading are made by us, properly and kindly. The person you chose stays in contact with someone right up until the morning they walk in, so the silence between yes and day one stops being the place your appointment goes to die.
That is the whole offer. You get your evenings back and you still get the hire.
We do not ask you to take our word for it
When the 2025 Queensland floods and Cyclone Alfred struck, the Queensland Government needed people mobilised immediately. Within minutes of the call, the Kingston Human Capital Recruitment as a Service team was working with government leaders to activate and onboard staff across the state, from call-centre operators to field officers and grants administrators. Our performance was rated above average by our government partners, and we are rebuilding our systems to reach excellent next time.
Kingston Human Capital has supported the Queensland public service through Cyclone Yasi, Cyclone Alfred, Queensland flooding events, and bushfire and recovery projects. We have delivered recruitment for the Department of Justice and Attorney-General, the Department of Agriculture and Fisheries, the Department of Education, the Department of Transport and Main Roads, TransLink, the Department of Environment and Science, Queensland Health, Metro North and Metro South Hospital and Health Services, Queensland Shared Services, the Department of the Premier and Cabinet, and other Queensland Government agencies.

Executive Recruitment FAQs
Why do Queensland Government hiring managers use Recruitment as a Service?
When Time Is The Problem
Most hiring managers can make recruitment decisions but do not have the capacity to run a complete recruitment campaign on top of their existing responsibilities. Recruitment as a Service removes the administrative burden while maintaining governance, compliance and control.
Will I lose control of who we hire?
You Keep Control
No. You make every decision that matters. You define what a good appointment looks like, you sit on the panel, and you choose the person. Kingston Human Capital removes the tasks that do not need you: the screening, the coordination, the scribing, the reporting and the candidate communication. We also run your process rather than ours, using your templates, procedures and governance.
Will this make it look like I could not manage my own recruitment?
A Resourcing Decision
No, and it is a fair thing to wonder. Using a panel supplier to run a process is a resourcing decision, not a capability one. The managers who engage us are usually the ones carrying the most, not the least. Nobody is given three clear weeks to run a campaign on top of a full portfolio, and the people who recognise that early are the ones whose campaigns do not stall.
Will our candidates know we used an external provider?
Your Brand, Our Support
They will know a recruitment provider is coordinating the process, because we correspond with them directly and we introduce ourselves properly. What they experience is your process, run under your templates and your branding, with someone who answers the phone and tells them where they stand. In our experience that improves how your agency is seen rather than diminishing it, because the most damaging thing for an employer brand is not using a provider. It is silence.
How much of my own time will this take?
Less Time On Recruitment
Approximately ⟨typical hours required from the hiring manager across a campaign⟩. There are four touchpoints: the brief, the shortlist decision, the interview day and the appointment decision. Everything else is ours.
Can you take over a campaign we have already started?
It's Never Too Late
Yes, and it is how a lot of our campaigns start. Whether your role is still advertised, closed with applications nobody has opened, stalled between shortlist and interview, or already run once without producing an appointable field, we can pick it up from where it is. Send us the SmartJobs link and we will tell you what we would do next.
Is this not more expensive than doing it ourselves?
The Cost You Don't See
It is a real cost, and it sits against a cost you are already paying but cannot see. The work redistributed to a team already at capacity, the overtime and higher duties while the seat is empty, your own evenings, the preferred candidate who withdraws during a slow process and takes the timeline back to the start, and the second campaign that runs at full price because the first did not produce a field. If it is useful, ask us what your current vacancy is costing each week and we will work through it with you before you decide anything.
Will you understand our environment?
Queensland Government Experience
The Queensland public sector is where Kingston Human Capital works. We are pre-qualified on GGS0060, GGS0111, A3737 and Local Buy panels LB334, LB297, LB328 and LB327. We have delivered recruitment for departments and health services including Justice and Attorney-General, Education, Transport and Main Roads, TransLink, Queensland Health, Metro North and Metro South, Premier and Cabinet, and Queensland Shared Services. We were also part of the government’s community recovery mobilisation during the 2025 Queensland floods and Cyclone Alfred.
How hard is it to set up?
Three Simple Steps
Three steps. Your procurement team selects the arrangement that fits the work. You brief us once, in a single conversation about the role, the timeline and what a good appointment looks like. Then we run the campaign and report to you at every stage. Because Kingston Human Capital is already on the panels, there is no procurement process to run first.
How is Recruitment as a Service different from a recruitment agency?
More Than Candidate Supply
Recruitment as a Service is an arrangement where an external recruitment team takes ownership of your recruitment process and runs it for you, using your organisation’s own templates, procedures and governance, while you keep every decision that matters. Kingston Human Capital delivers Recruitment as a Service to Queensland Government agencies. It is not candidate supply: a traditional recruitment agency sends you a shortlist of resumes and leaves you to run the panel, the coordination, the scribing, the reporting and the offer. Recruitment as a Service does all of that work instead, and hands you the decision.
Think of an executive assistant and an HR business partner combined into one team that runs your recruitment project for you. You oversee it to whatever degree you want. They do the steps.
Can Recruitment as a Service be used for Queensland Government recruitment?
Designed For Government
Yes. Kingston Human Capital delivers Recruitment as a Service specifically for Queensland Government agencies and is already pre-qualified on GGS0060, GGS0111, A3737 and multiple Local Buy panels, making engagement straightforward and procurement-friendly.
We have had disappointing experiences with recruiters before.
Not Your Typical Recruiter
That is usually an experience of candidate supply rather than process support, and it is a fair thing to be wary of. This service does not send you a shortlist of resumes and step back. It runs the process you would otherwise be running yourself. If you would like to test that, send us one role and we will map the timeline before you commit to anything.
Our process has to stand up to scrutiny. Will it?
Built For Compliance
That is the part of this work we take most seriously, because a challenged process is a personal exposure for the panel chair rather than an administrative inconvenience. We draft structured, defensible interview questions. We provide a dedicated scribe. We document every applicant in the applicant grid, including those not progressed. We prepare compliant selection reports. And we include anti-bias training for your panel at no additional cost, because a consistent panel is what makes a decision defensible.
What happens to our applicants' information?
Your Data Protected
See our Privacy Policy Statement on how we gather and store your data.
Do you guarantee the placement?
Clear Expectations Upfront
Not on Recruitment as a Service, and we say so upfront. This service manages your process, coordination and delivery rather than searching for and placing the candidate. A twelve-month placement guarantee does apply to end-to-end Executive Recruitment, where we run the search as well as the process.
What if something goes wrong during the campaign?
A Defined Escalation Path
You raise it with Michelle Bassett and her team via direct contact numbers and channels that will be provided to you on the briefing call and she will respond with a plan to fix it. Our position on a campaign that does not produce an appointable field and on a role that is withdrawn partway through, is set out in full on the what is included page.
How long does a campaign take?
Every Role Is Different
It depends on the classification level, the applicant volume and how quickly your panel can sit. Rather than publish a number that may not apply to your role, send us the role and we will map the timeline for it specifically, before you commit to anything.
We are handling it internally, thank you.
That's Completely Fine
That is a completely reasonable position, and plenty of campaigns run well internally. If it is useful, our free resources on designing strong interview questions and on keeping a new hire engaged and performing are available with no obligation, and you are welcome to them whether or not we ever work together.
What happens when you book a fifteen minute call with our team
We will ask you three things: what the role is, when you need someone in the seat and what has already happened with it. You will leave the call knowing whether we can help, roughly what it would cost and roughly how long it would take. If the answer is that you do not need us, we will tell you that and there is no follow-up sequence either way.
It is fifteen minutes and it is a conversation, not a pitch.
If confirmed: The call is with the consultant who would run your campaign.
